FY2 <br /> Project Description/Overview <br /> The City of Everett (CITY) selected HDR, Engineering Inc. (CONSULTANT) to perform the Real <br /> Estate Services (RES) that will assist the CITY in completing the construction of the Edgewater <br /> Bridge Replacement (PROJECT). The Edgewater Bridge spans W. Mukilteo Lane/LaMar Drive <br /> and Shore Avenue across Edgewater Creek at the western limits of Everett. West Mukilteo Blvd <br /> is an important arterial for the Boulevard Bluffs neighborhood and along with the Edgewater <br /> Bridge is used daily by nearby residents, transit, ferry traffic, school buses and emergency <br /> responders. The following scope of work details the necessary effort to acquire the right-of-way <br /> for the PROJECT. <br /> Task 1 Real Estate Services <br /> The objective of this task is to identify the necessary effort required by the CONSULTANT to <br /> complete RES for the City of Everett Edgewater Bridge project. It is anticipated that these <br /> services will be completed within a period of four (4) months. <br /> General Assumptions: <br /> Scope of services includes the following: <br /> 1. Ongoing management and administration of the Right-of-Way (ROW) process. <br /> 2. This scope of services is based upon SUBCONSULTANT engineering plans dated <br /> November 3, 2021. <br /> 3. CONSULTANT shall coordinate with the CITY, as necessary, and in accordance with the <br /> Federal Uniform Relocation Assistance and Real Property Acquisitions Act (URA), WSDOT <br /> Local Agency Guidelines (LAG) Manual guidelines, applicable state and local laws, and <br /> CITY administrative rules, to facilitate the acquisition of identified properties. <br /> 4. CITY shall provide CONSULTANT with available project information such as, but not limited <br /> to, the CITY's State-approved ROW procedures, approved environmental documentation, <br /> and any pre-approved CITY ROW forms, including legal documents, as needed. <br /> 5. CONSULTANT and CITY agree to maintain clear lines of communication, determine and <br /> document the appropriate decision-making process to achieve project goals and to provide <br /> open access to available data that is pertinent to the project. <br /> 6. Acquisition will be required on up to five (5) parcels which will consist of one (1) Fee <br /> Acquisition, one (1) permanent easement (PE) and three (3) temporary construction <br /> easements (TCE), as shown in the table below. Any additional parcels not included will be <br /> considered an additional level of effort and will be renegotiated and adjusted accordingly, <br /> resulting in additional costs to the CITY.
