GRANVILLE PAINE <br /> da) 4 <br /> CITY ENGINEER <br /> WATER SUPERINTENDENT <br /> EVERETT, WASHINGTON <br /> Dec. 30, 1949. <br /> / / / <br /> Mr. Leslie Cooper <br /> City Attorney <br /> hverett, Wash. <br /> Dear Sir: <br /> The following is the necessary data for the ordinance for the im- <br /> provelent of Highland Avenue from 20th St. to the north line of Saint Nicholas <br /> Addition to Eve ett; by constructing concrete sidewalks with an integral curb; <br /> providing for the necessary surface drainage; and doing such other work as <br /> may be necessary in connection therewith. <br /> This improveient was initiated by a petition signed by the verified <br /> owners of 75.40% of the frontage and 75.39% of the area in the district and <br /> requesting that the limits of assessment be raised to two (2) times the assessed- <br /> valuation (said limits being two (2) times the amount shown on the Assessor's books) <br /> The estimated cost of the improvement is lower than two times the assess- <br /> ed valuation of the property in the assessment district. <br /> The cost and expense of the improvement shall be assesrled against property <br /> liable therefore as provided by law and shall be defrayed by bonds payable in ten <br /> (10) equal annual installments with interest at the rate of four (4) percent. <br /> The asses,ment district is PS follows: <br /> Lots 1 to 9, inc.
