. .+ , + ti Section 3: That the limits of the assessment against the property included in this improvement shall not exceed two times the assessed value, all in accordance with the petition above re- ferred to. Section 4: That there is hereby established a local im- provement district to be known as "Local Improvement District lo. `" . 608 " which district shall include the following aescribed pro- perty located in Everett, Snohomish County, 4aashington, to-wit: Lots 1 to 9 inc. Block 353, saint Nicholas Add. to bverett Lots 24 to 32 inc. Block 354, Saint Nicholas Addition to .Sverett Lots 17 to 32 inc. block 397, Saint Nicholas Addition to Everett Lots 1 to 16 inc. Block 398, Saint Nicholas rddition to Everett. Section 5: A special fund is hereby created to be called `" {, 'Local Improvement Fund l'1o. 608 " which shall consist in the aggregate of the several amounts assessed, levied and collected on the several lots, tracts, and parcels of land in said local im- provement district and the proceeds of the sale of the bonds in said ais trio t for the purpose of defraying the costs and expenses of such improvement. Out of said fund shall be paid the bonds, the interest thereon and the entire cost of such improvement. Section 6: The costs and expenses of such improvement shall be defrayed by special assessment, payable in ten equal annual installments, with interest thereon at the rate of four (40) per cent per annum, under the mode of payment by bonds as provided by law and the ordinances of the City of -bverett, Bonds bearing in- terest at the rate of four (45) per cent per annum, payable on or before twelve years from date of issue, shall be issued in payment of the costs, and expenses of such improvement, or the City of Everett may, at its election, sell said bonus and make payment in cash in the manner provided by the ordinances of said City.
