• Section 21: It is the purpose of this ordinance to fix the number and description of the permanent assistants, deputies, and em- ployees in the various offices of the City of Everett, and nothing herein contained shall be construed so as to prevent the various offi- cers and various heads of the Departments of the City of Everett from employing, with the consent of the City Council, such additional em ployees, as, from time to time, may be necessary in the proper dis- charge of the duties of such officers, or from discontinuing such temporary employees when the necessity therefor has ceased to exist. Section 22: The appointment of all employees in all de- partments, where required by the City Charter, shall be made subject to Civil Service regulations of the City of Everett; PROVIDED, in event vacancies occur and there is no eligibility list from which said vacancy may be filled, temporary appointment may be made of per- sons without Civil Service standing. The Stenographer in the City Attorney Department shall be appointed by the City Attorney. The special Assistant City Attor- ney shall be appointed by the City Council. The City Clerk shall be ex officio Secretary of the Civil service Commission. The Assistant and Special hxaminers in the Civil Service Department shall be appointed by the Civil service Commission. The Clerk of the Police Court Department shall be appointed by the Police Justice. The officers, assistants, and employees in the Department of Finance shall be appointed by the Commissioner of Finance. The officers, assistants, and employees of the Lepartment of Safety shall be appointed by the Commissioner of Safety. The officers, assistants, and employees in the Department of Public Y+orks shall' be appointed by the Commissioner of Public 'Works. Section 23: On and after the 1st day of January, 1950, the salaries and compensations to be paid to the officers, assistants, deputies, and employees of the City of Everett shall be as in this ordinance provided.
