City Commissioners City of Everett Everett, Washington Gentlemen: Upon examination of the ordinances relative to licenses and also taxation, we believe that an additional ordinance should be passed by the CoLlmission ers. This additional ordinance should require the obtaining of a daily license by those person whose place of business is outside the city, who come into the city to sell products, at wholesale or retail , from door to door or from business house to business house. It is our understanding that the provisions of the present ordinance require a peddler' s license for those persons peddling merchandise from door to door only. We think, however, the same reasons obtain for requiring peddlers' licenses for those persons engaged in other types of selling and aistribution, which we have outlined. Our reasons for this suggestion are as follows: First: It would necessarily result in an increased revenue for the city. This is true, even though technically such persons are liable to pay the city business tax, yet it is very difficult, if not impossible., to enforce payment from them. Second: People of the city of Everett will have a much greater degree of protection if such sellers of merchandise are required to register at the City Hall and obtain therefrom a peddler' s or seller' s license. If this were done, then a citizen of the city, who had purchased merchandise from such person, and who felt aggrieved in any way through the purchase could go to the City Hall and discover the exact address, name and place of business, etc. of the seller, actually a protection to the public and a most compelling reason for our request that the City Council take this action.
