• <br /> NEW HEWITT/HODGES ASSOCIATES, LLC e 9 t} <br /> HODGES BUILDING—ELEVATOR HOISTWAY ALTERATION January 12, 2017 <br /> Review of Fire-Resistive Construction Provisions <br /> CONSIDERATION <br /> If the 4-story open helical stair shaft atrium condition were part of the existing original <br /> building design, it should be permitted to remain as the relative hazard is unchanged with <br /> the enlargement of the hoistway.Therefore, it is reasonable to consider the new <br /> construction to be such that the existing building will be no less compliant with the <br /> provisions of the code than it was prior to the work; consistent with the language of IBC <br /> Section 3404.1 for alterations, presented above. <br /> However,the original building design appears to have involved doors at the top landing of <br /> each stair at every floor. Based on a strict interpretation of IFC Sections 703.2 and 1103.1, <br /> opening protection should continue to be present at the top stair landing of each floor. Such <br /> an arrangement would help contain smoke and fire to a single floor and limit vertical smoke <br /> migration through the building, consistent with general building fire safety strategies. <br /> We have been unable to confirm that the uninterrupted helical stair shaft atrium condition <br /> was created by a previous building alteration which installed a wall and cross-corridor door <br /> and removed the doors from the stair landing at every floor. Incidentally, with the <br /> interconnection of 4 or more stories,the presence of 90-minute labels on unit doors <br /> corresponds to the 2-hour FRR construction as would be prescribed by modern codes. <br /> Technical <br /> Restoring the presence of a door in the existing doorways on Levels 2 through 5 to the <br /> residential corridor at the top landing of each flight of stairs should be consistent with IBC <br /> Section 3401.2, to maintain existing devices or safeguards in accordance with the code <br /> edition under which it was installed. <br /> Such new doors should be self-or automatic-closing and swing into the stair in the direction <br /> of egress travel. Minimum 60-minute FRR opening protection with S-labels should be <br /> provided per IBC Sections 716.5.3, 716.5.5 and Table 716.5. This arrangement should <br /> address the following IBC provisions, reference section(s)shown in parenthesis: <br /> A. Atrium smoke control not applicable (404.5) <br /> B. 1-hour FRR construction (602.4.6, 713.4 and 716.5) <br /> C. Corridor open to a single floor(712.1.8) <br /> D. Door swings in direction of egress travel (1008.1.2) <br /> E. Limited corridor dead-end length (1018.4) <br /> F. Corridor continuity(1018.6) <br /> G. Units provided with access to two exits (1021.2) <br /> H. Elevator opens into corridor(1022.4) <br /> I. Elevator not within stairway enclosure (3002.7) <br /> Maintaining a 1-hour fire barrier with this stair element is consistent with the level of <br /> protection prescribed in the IBC for maintenance of a 1-hour horizontal assembly. <br /> AEGIS Engineering, PLLC <br />
