Our proposed management <br /> staff includes a Project Manager with over 20 years of accomplished project management <br /> experience overseeing the online inspection of thousands of buses. Several of the key members of <br /> Our Staff that will support this project have over 30 years' experience in transit operations, <br /> maintenance management and support,and We believe this unique ability allows Us to <br /> proactively respond to production and quality issues,thus helping distinguish VTC as the premier <br /> online inspection company in the industry. <br /> The following is a work plan and scope of work for performing on line,in plant,transit bus <br /> inspection services at Gillig in Livermore,California.We propose to perform all aspects of the <br /> on-line quality assurance inspection services as well as all reporting,final vehicle testing and in <br /> plant buy off. <br /> Our first goal is to become thoroughly familiar with the specifications,paying particular attention <br /> to details regarding critical elements of the technical specifications.This must include all pre- <br /> contractual published amendments as well as post-award technical correspondence and <br /> agreements.All of our work will include the proper documentation that meets the requirements of <br /> FTA, Specifically CFR 49 part 663,Post Delivery Audit Documentation. <br /> The second goal would be to establish clear lines of communication between procurement,VTC, <br /> the Property Project Manager and the Manufacturers Production Representative. <br /> In-Plant Production Line Inspections <br /> We propose that our inspector be on hand at the vehicle production plant for inspection of initial <br /> bus subassemblies,components, and completed main structures. Specific emphasis will be placed <br /> on undercarriage,electrical installation,brakes,wheelchair lift,air conditioning,differential, <br /> electrical and fluid line tie ins, as well and interior seating. It cannot be over emphasized that the <br /> initial line fill period is critical for identification and documentation of non-compliance to <br /> specifications. The procuring agency staff will be kept informed on progress,daily if needed,to <br /> clarify and resolve noted discrepancies and issues. <br /> Vehicle Technical Consultants Inc.
