. •
After Grant's visit Friday I have a few concerns/questions about what the backwater valves will do to the
drainage to the north side of Warren Ave. I'm not sure where Grant and the plumber decided to place the valve
on my property, but I would like to know... is it before or after where my upstairs bathroom meets the sewer
system? My concern is if we have another rain/flood situation as happened on Aug. 29th and everyone on the
north side of the street has backwater valves which will stop the flow of water into the lower areas of our
homes, what will keep the water from entering our homes in the upper areas? With the pressure and force that
the sewer entered my home this past event, I worry if there was a repeat storm my upstairs would then be
affected as that would be the easiest place for the sewer to go if the backwater valve blocks sewer access to the
lower area of my home there was a massive quantity of sewer/water this past stoaiti and it needs to go
somewhere!
Secondly, if the backwater valves are placed before the entire sewer system of my home so that my home is
protected, what keeps the water from coming up out of the manholes in the street and approaching my home
from the street level? I understand this happened in some other neighborhoods during the August event. Five
years ago when the streets were redesigned and the sidewalks were moved to the south side of Warren Ave., I
requested that a berm be placed along my property line against the street, but the request was denied. The city
erected a permanent barrier in front of my neighbors home at the West end of Warren Ave,but would not
consider doing it for me. If all of the homes on the north side of Warren Ave have backwater valves which
protect their entire house, I am VERY concerned about water gushing out of the manholes and coming into my
yard as it did Aug 29th, I would like to once again request that a berm be placed along my front property line
along Warren Ave. I have a window box facing Warren Ave which could be an path for water entering my
home, again to the lower living area. If all of the homes on Warren have the backwater valves, then the rushing
water has to go somewhere, as we know the new sewer system isn't adequate to handle such quantities of liquid,
and the street manhole would probably be the escape route for the excess water. A berm in front of my home
could help deter that water from invading my home.
Lastly, again I've been told one thing and am now the new information is completely different....ie: the number
of times per year the backwater valve needs to be inspected from once per year to 4 times per year. That is a
BIG difference and is the third time I have personally experienced a bait-and-switch tactic by your office. When
will I ever get the truth the first time?I asked Grant who chooses the quality of the backwater valve and he did
not answer that question, but informed me of the 4x/year check. Who does choose the quality of the backwater
valve?
So,before the valve is placed I would like to have my questions in this letter answered and I'd like to see a map
of exactly where the valve will be placed in relationship to my upstairs drainage system.. I am very concerned
that the City of Everett does not have my home's safety and security as their prime interest because if they did,
five years ago they would have listened to the concerns of the citizens of my neighborhood about the new sewer
project..but as we know, they didn't!
Thank you for your time,
—Gini Ostrom
2
