(6) Twenty (20) miles per hour when passing any <br /> school-house on school days, or school or public playground between <br /> the hours of 8:00 o' clock a.m. and 5:00 o ' clock p.m. , or when cros- <br /> sing any marked school crossing during such hours. <br /> (7) Fifteen (15) miles per hour in any alley, unless <br /> a lower speed is specified by signs posted in such alley. <br /> (8) Twenty-five (25) miles per hour within the <br /> corporate limits of the City of Everett, except as herein provided. <br /> (c) Compliance with such speeds under the circumstances <br /> hereinabove set forth shall not relieve the operator of any vehicle <br /> from the further exercise of due care and caution as further cir- <br /> cumstances shall require. <br /> The unlawful operation of a vehicle in excess of the <br /> maximum speeds provided in this section at the point of operation <br /> and under the circumstances described shall be prima facie evidence <br /> of the operation of a motor vehicle in a reckless manner by the <br /> operator thereof. <br /> Section 77: SPECIAL SPEED LIMITATION FOR CURVES, ETC. <br /> yrhen it is deemed inadvisable for vehicles to operate at a maximum <br /> speed allowed by law on account of sharp curvature, highway con- <br /> struction or repairs, excessive traffic, any dangerous condition <br /> or other temporary or permanent cause, the Commissioner of Public <br /> works in conjunction with the Chief of Police may adopt a lower <br /> maximum or otherwise regulate the permissive speed: .provided, that <br /> in no case shall the maximum speed be reduced to less than ten (10) <br /> miles per hour. Where decreased speed limits are adopted and signs <br /> posted indicating the maximum allowed it shall be unlawful for any <br /> person to violate any such order, rule or regulation. <br /> Section 78: MINI1'R Rf SPEED. It shall be unlawful for any <br /> person to operate a motor vehicle at such a slow speed as to impede <br /> or block the normal and reasonable movement of traffic at the point <br /> of operation thereof, except when a reduced speed is necessary for <br /> safe operation or in compliance with any law, rule or regulation. <br /> Peace officers are hereby authorized to enforce this section by <br /> directions to vehicle operators, and it shall be unlawful for any <br /> person to operate in wilful disobedience to the provisions of this <br /> section or refuse to comply with the directions of any peace officer <br /> relating thereto. Inhere any slow-moving vehicle tends to congest <br /> traffic any peace officer may cause such vehicle to be removed from <br /> the roadway and permit the congested traffic to be relieved. <br /> Section 79: RACING OR SPEED TESTS PROHIBITED. No person <br /> or persons shall race any motor vehicle or motor vehicles upon any <br /> public highway of the City of Everett. Any person or persons guilty <br /> of comparing or contesting relative speeds by the simultaneous <br /> operations shall be guilty of reckless driving, whether or not such <br /> speed is in excess of the maximum speed prescribed by law. <br /> Section 80: DRIVE ON RIGHT OF HIGH AY - EXCEPTIONS. <br /> Whenever any person is operating any motor vehicle upon any public <br /> highway of this city he shall at all times drive the same to the <br /> right of the center of such highway except when in the exercise of <br /> care in the overtaking and passing of another vehicle traveling in <br /> the same direction, or where an obstruction exists it is necessary <br /> -28- <br />
