CHAPTER VII <br /> PEDESTRIANS RIGHTS AND DUTIES <br /> Section 122: PEDESTRIANS SUBJECT TO TRAFFIC CONTROL <br /> SIGNALS - RIGHTS OF VAAY. <br /> (a) Pedestrians shall be subject to traffic control signals at <br /> intersections and the directions of officers discharging the duty <br /> of directing traffic at intersections. <br /> (b) Where traffic control signals are not in place or in operation, <br /> the operator of a vehicle shall yield the right of way, slowing <br /> down or stopping, if need be, to so yield, to any pedestrian crossing <br /> the roadway within a marked crosswalk or within any unmarked <br /> crosswalk of any intersection. <br /> ( c ) Whenever any vehicle is stopped at a marked crosswalk or at <br /> any unmarked crosswalk at any intersection to permit a pedestrian to <br /> cross the roadway, the operator of any other vehicle approaching <br /> from the rear shall not overtake and pass such stopped vehicle. <br /> (d) Pedestrians crossing a roadway other than at intersection <br /> crosswalks shall yield the right of way to all vehicles upon the <br /> roadway. <br /> (e ) Notwithstanding the provisions of this section, every operator <br /> of a vehicle shall exercise due care to avoid colliding with any <br /> pedestrian upon any roadway and shall give warning by sounding the <br /> horn when necessary and shall exercise all proper precaution upon <br /> observing any children or any confused or incapacitated person <br /> upon the roadway. <br /> Section 123: PEDESTRIANS DUTIES.(a) Pedestrians shall not <br /> step into that portion of the street open to moving traffic at any <br /> point between street intersections in the Central Business District <br /> or any arterial highway, except to board or alight from a City Bus <br /> or public bus or at marked cross-walks or other places especially <br /> provided. <br /> (h) Pedestrians shall not cross street intersections <br /> diagonally. <br /> ( c) Pedestrians shall move, whenever practicable , upon <br /> the right half of crosswalks. <br /> Section 124: PEDESTRIANS TO TRAVEL ON SIDEWALKS OR LEFT <br /> SIDE OF HIGH6AY. Pedestrians on any Jublic highway where a sidewalk <br /> is provided shall proceed upon such sidewalk. Pedestrians on any <br /> public highway where no sidewalk is provided shall proceed on the <br /> extreme left-hand side of the roadway and upon meeting any oncoming <br /> vehicle shall step to their left and clear of the roadway. <br /> Section 125: PEDESTRIANS NOT TO OBSTRUCT TRAFFIC. <br /> (a) No person shall be one of a crowd congregated in any <br /> street in such a manner as to obstruct traffic, nor refuse to disperse <br /> when so congregated, upon being requested so to do by any police <br /> officer. <br /> -37- <br />
