(b) No person shall wilfully cause persons to congregate <br /> and thereby interfere with or obstruct traffic. <br /> (c) No person shall stand or loiter in such a manner as <br /> to interfere with or obstruct traffic. <br /> (d) No person shall stop or loiter on a street crossing. <br /> Section 126: PEDDLERS NOT TO INTERFERE WITH TRAFFIC. <br /> It shall be unlawful for any person to peddle or sell merchandise <br /> or publications on a street crossing or public place or at my point <br /> on a street so as to interfere with or obstruct traffic or travel. <br /> Section 127: BLIND PEDESTRIANS HAVE RIGHT OF WAY AT <br /> CROSSING. It shall be unlawful for the operator of any vehicle <br /> to drive into or upon any crosswalk while there is on such crosswalk, <br /> any pedestrian wholly or partially blind, crossing or attempting <br /> to cross the roadway, if such pedestrian indicates his intention <br /> to cross or of continuing on, with a timely warning by holding up or <br /> waiving a white cane or walking stick. The failure of any such. <br /> pedestrian so to signal shall not deprive him of the right of way <br /> accorded him by other laws. <br /> Section 128: UNLAWFUL USE OF WHITE CANE. It shall be <br /> unlawful for any person who is not wholly or partially blind to use <br /> a white cane or walking stick for the purpose of securing the right <br /> of way accorded by this act to wholly or partially blind people. <br /> Section 129: SOLICITING OR GIVING RIDES PROHIBITED. <br /> It shall be unlawful for any person upon any public highway of this <br /> city to solicit by word or sign or by any other means for himself <br /> or for another or for his baggage or for the baggage of another <br /> any transportation on vehicles being operated upon such public <br /> highways. it shall be unlawful for any person operating any vehicle <br /> upon any public highway of this state to offer or give to any such <br /> person or other persons aforesaid transportation upon any such <br /> solicitation. The provisions of this section shall not be construed <br /> to prevent any person upon any public highway from soliciting, or <br /> any person operating a vehicle upon such public highway from <br /> granting or giving transportation where an emergency actually exists, <br /> nor shall this section be construed to prevent any person from <br /> signaling or requesting transportation from a passenger carrier for <br /> the purpose of becoming a passenger thereon for hire. <br /> Section 130: PEDESTRIAN SAFETY ZONE. No vehicle shall <br /> at any time be driven through or within any pedestrian safety zone <br /> which has been distinctly marked by signs, buttons, lines, standards, <br /> or in any other manner. <br /> -38- <br />
