0 ORDINANCE NO. 3196. AN ORDINANCE providing for the improvement of Rockefeller Avenue from 5th Street to Alverson Boulevard, Alverson Boulevard from the junction of Rockefeller Avenue and Alverson Boulevard to approximately 515 feet north of the north line of Marine Park Addition; a right of way across Legion Memorial Park from Alverson Boulevardto the Everett Municipal Golf Course club house, by the construction of sewers together with the necessary appurtenances, providing for the necessary surface drainage and doing such other work as may be necessary in connection therewith to make a complete improvement, in accordance with Resolution No. 5295 of the City of Everett; creating an enlarged district which will be divided into d direct benefit district and an indirect benefit district; creating a Local Improvement District; creating a Local Improvement District Fund therefor; providing the payment of said improvement be made by special assessment on the property in said district under the mode of payment by bonds. WHEREAS, by Resolution No. 5295 of the City of Everett, the City Council has declared its intention to order the improvement as above outlined and by doing all work in connection therewith necessary to make a complete improvement, in accordance with the plans, maps and specifications prepared by the Engineer of the City of Everett, and WHEREAS, the costs of the improvement may exceed the assessed value of the property less improvements and less outstanding unpaid local improvement assessments, and WHEREAS, the City Council has by unanimous vote held the improvement to be necessary for public health and benefit andlas ordered the same. NOW, THEREFORE, THE CITY OF EVERETT, DOES ORDAIN: Section 1: That the City Council does by unanimous vote find the improvement to be necessary for public health and benefit, and orders the same. Section 2: That Rockefeller Avenue from 5th Street to 4Uverson Boulevard, Alverson Boulevard from the junction of Rockefeller !Avenue and Alverson Boulevard to approximately 515 feet north of the north line of Marine Park Addition; a right of way across Legion 4jMemorial Park from Alverson Boulevard to the Everett Municipal Golf !Course club house be improved by the construction of sewers together twith the necessary appurtenances, providing for the necessary surf ace drainage and doing such other work as may be necessary in 'connection therewith to make a complete improvement, all in accordance 1 with plans and specifications prepared under the direction of the ''Engineer of the City of Everett, which plans and specifications rare hereby approved and adopted.
