Section 4: The entire cost of said improvement shall be borne by and assessed against the property within the enlarged. district liable therefor, of which 87.718 per cent of the cost of the sewer and its appurtenances shall be borne by and assessed against that portion of the property within the enlarged district lying between the termini of the proposed improvement and extending back from the marginal lines thereof to the middle of the block on each side thereof, as provided by law. The remaining portion of the costs and expenses of said improvement shall be distributed and assessed against all of the property included in the remainder of such enlarged district in accordance with the special benefits derived from the improvement. Section 5: The costs of said improvement shall be payable in ten equal annual installments with interest at the rate of four per cent per annum under the mode of payments by bonds, as provided by law and the ordinances of said city. Bonds bearing interest at the rate of four per cent per annum payable on or before twelve (12) =ears from date of issue shall be issued in payment of the costs and expenses of said improvement, or the City of Everett at its election, may sell said bonds and make payment in cash as provided by the Ordinances of the City of Everett. -2-
