October 8, 2013
City of Everett
Grant Mullen
Tort Claim Reference# D146-13
First, I would like to thank you for your kindness during our recent phone conversations. Your calmness
and patience helped me during a stressful time.
I am writing to appeal the decision not to pay for repair of my home due to the flooding that occurred
on August 29th and September 5th. I am including a letter from Premier Concepts, Inc. (Bill Messner,
owner). I had Bill do work on my foundation, drains, downspout lines two years ago. Since he is familiar
with my home I called on him again this time. My issue two years ago was a crack in a foundation wall.
That issue was resolved and has not caused problems since. I feel the amount of water that flooded all
rooms in my basement during the recent flood had to be storm water that backed up basement drains. I
saw water bubbling out of the drain in the basement bathroom floor.
I will include the costs I have incurred to present. The carpet in a large room was destroyed and instead
of replacing the carpet, I have decided to have the floor cleaned and painted. That is a tremendous
savings. I have been sending copies of my bills as they come, but will itemize them.
AAA Contracting(water restoration) $1,000 down payment 10,821.03 remainder of cost for equipment
rental for 14 days of drying.
Premier Landscape $5,358.01 work on drains, downspouts, gutters
Gutter Cleaning $65.00
Carpet Cleaning(Pat Hudson) $150.00 Pat was able to remove water spots and save the carpet in
bedrooms.
