When the rain was so heavy <br /> that evening the drain near his apartment failed and water broke the sliding door window and <br /> entered the apartment next to him in#A-20. #A-20 was a vacant apartment. The force and <br /> amount of water was so strong that it entered John's apartment through and under the walls <br /> and from the bathroom tub and toilet. At one point John stated that the water was almost up <br /> to his knees coming out of the bathroom. For several hours John walked in ankle deep water <br /> throughout his apartment that evening. John is a person with a developmental disability and <br /> Washington Vocational Services provides employment support services through Washington <br /> State Developmental Disabilities. John called me as soon as the flood happened and i <br /> instructed him to get as many of his belongings off the floor as possible. This was at 7:30 PM. <br /> The next day John went to work but his boss sent him back home to try to get help with the <br /> mess. My co-workers and I assessed the apartment began trying to get help for John. We <br /> called Red Cross who came out, assessed the situation and gave John a 3 night voucher for a <br /> Hotel. My Executive Director Bill Munson assisted John to check into the Hotel later that day. <br /> On Friday my Director and i met with John at his apartment and spoke with the apartment <br /> landlord and maintenance person. The manager had no assistance to provide John for <br /> temporary housing and could not tell us how long until the carpet would be dry and cleaned. <br />
