PART VIII - ALL AGENCIES/ORGANIZATION – IMPORTANT FEATURES <br />Enhance IED and WMD prevention, protection, response and recovery capabilities: <br />• This investment will greatly enhance the ability of the Everett Police and Fire Department to respond to security incidents in the port area and the region. This includes <br />response to any actual or perceived incidents involving IED’s or WMD’s on the water or with the ferry system. <br />• Our Marine Unit participates in the Domestic Nuclear Detection Office West Coast Maritime Pilot Project in direct support of the DHS Small Vessel Security Strategy to <br />expand and enhance maritime radiological/nuclear detection. Having that detection capability through the use of trained officers using personal radiation detectors (PRD) and <br />RIID on the water significantly increases our ability to detect and prevent potential WMD incidents. Nearly all Marine Unit personnel have been trainined PRD’s and other <br />detection equipment. <br />• This investment will give the City of Everett additional waterside firefighting capability. Response to and recovery from a major fire incident would be greatly impacted by <br />having this capability. <br /> <br /> <br /> <br /> <br />39) SUMMARIZE THE PROPOSED INVESTMENT JUSTIFICATION. <br />THE FOLLOWING MUST BE INCLUDED: <br />• DESCRIBE HOW THIS INVESTMENT ADDRESSES THE CAPTAIN OF THE PORT’S PRIORITIES <br />• EXPLAIN HOW THIS INVESTMENT WILL ACHIEVE A MORE SECURE AND RESILIENT PORT AREA <br />• IF SIMILAR CAPABILITIES ALREADY EXIST, EXPLAIN WHY ADDITIONAL ASSETS/SERVICES ARE NEEDED. <br />• The primary response vessel that the Everett Police Department, that the Everett Fire Department also uses to respond with, is a 33-foot Safeboat that was purchased with <br />the 2009 Port Security Grant funding. The vessel has all weather day or night response capabilities for the Port of Everett and the region. The Safeboat is the only waterborne <br />firefighting asset for the Port of Everett and north Snohomish County. We have used this boat to respond to emergencies throughout the region from South Seattle to North <br />Island County. We have responded to possible active threat situations on the Ferry System and Protestors blocking commercial vessels In King and Snohomish Counties with <br />this asset. If this boat is not functional it significantly decreases our ability to respond to threats and emergencies on the water throughout the region. Without this vessel, it <br />leaves us without waterborne firefighting capabilities in and around the Port of Everett. <br />• With the age of the Safeboat, and the number of hours that it has been deployed, the motors and electronics are becoming worn and unreliable. There has been an <br />increased need for repairs and service that is routinely taking the boat out of service for repair. The needed repairs are due to the age of the motors and electronics because <br />of corrosion and hours of use. This down time has increased for 2022. We expect that the this down time will increase in the future, significantly reducing our readiness to <br />respond to emergencies. The hull and cabin of the boat are in very good condition and can continue to be in service for a significant number of years. By refitting the boat, it <br />will provide a significant increase in service life for a minimum amount of money, maximizing the overall Port Security Grant investment. <br />• The Port of Everett marine terminal handles hazardous cargo and is the only port terminal in the area able to handle the oversize cargo necessary to support the Boeing <br />aircraft production supply chain. The Port’s Mount Baker Terminal is utilized for aerospace cargo and is critical infrastructure for the Boeing aerospace industry. The Port of <br />Everett is the 2nd largest port in Washington and fifth largest on the west coast of the USA in export value. The Port of Everett is also the third largest marine shipping <br />container facility in the State of Washington. <br />• The Washington State Ferry runs between Mukilteo and Clinton which is adjacent to the city limits. The ferry terminal is less than 1 mile from Port of Everett facilities. We <br />co-respond to incidents involving the ferry system. <br />• Naval Station Everett provides a large profile facility that could attract potential security risks to the Port of Everett area. <br />PART IX - INVESTMENT JUSTIFICATION ABSTRACT <br />36) WHAT ASSET(S) OR SERVICE(S) WOULD THIS PROJECT INVESTMENT FUND (i.e. vessels, radios, cameras, <br />construction, service contracts, fencing etc.)? * For training requests, a course number and title are required. <br />Three (3) 300 hp outboards and items needed for installation <br />Marine electronics to include FLIR camera, marine displays, <br />AIS and associated needed electronics. <br />38) SPECIFY VULNERABILITIES IDENTIFIED WITHIN AN AREA MARITIME SECURITY PLAN, FACILITY SECURITY PLAN, VESSEL SECURITY PLAN, OR OTHER IDENTIFIED PLAN(S) THAT <br />THIS PROJECT CLOSES/MITIGATES. <br />Enhance IED and WMD prevention, protection, response and recovery capabilities: <br />• This investment will greatly enhance the ability of the Everett Police Department to respond to security incidents in the port area and the region. Response to and recovery from a major fire incident would be greatly impacted by <br />having this capability. <br />Enhance Maritime Domain Awareness (MDA) <br />• The ability to respond quickly, efficiently, and in nearly all-weather conditions to waterborne incidents gives our command critical information to make informed decisions <br />before any impact to our port area, increasing our MDA significantly. <br />• This investment does support the AMSC. <br />The vessel that this project will refit with new motors and electronics, is the primary response vessel that we would use in the above two tasks. By installing new motors and <br />electronics on this boat, it will increase its readiness by reducing down time due to increasing maintenance requirements. <br /> <br /> <br /> <br /> <br />that this boat has responded to and assisted are US Coast Guard, Washington State Ferry’s, Naval Station Everett, Port of Seattle, Snohomish County, City of Mukilteo, City of <br />Edmonds, Island County, Hat Island Fire, Whidbey Island Fire Departments, and Fire District 1. This boat has also been used in regional training with Washington State Ferry’s, <br />US Coast Guard, US Navy, Customs and Border Patrol, King County Sheriff’s Office, Snohomish County Sheriff’s Office and Department of Nuclear Detection Office, among <br />others. <br />• Our Marine Unit participates in the Domestic Nuclear Detection Office West Coast Maritime Pilot Project in direct support of the DHS Small Vessel Security Strategy to <br />expand and enhance maritime radiological/nuclear detection. Having that detection capability through the use of trained officers using personal radiation detectors (PRD) <br />and RIID on the water significantly increases our ability to detect and prevent potential WMD incidents. Nearly all Marine Unit personnel have PRD’s. <br />37) IDENTIFY SIMILAR ASSETS THAT ALREADY EXIST: <br />This request is to replace the aging motors and electronics on an existing Port Security Response Vessel for the <br />Everett Police Department. The motors and the electronics are being replaced due to failure because of age. <br />The boat that will be refit is the only waterborne firefighting platform in the Port of Everett and is the all- <br />weather response boat for the Police Department. The Everett Police Department also operates a 25-foot <br />Safeboat as a patrol platform. The 25-foot boat does not have an enclosed cabin or firefighting equipment. <br />The Port of Everett facilities cover a significant area on the coastal area of the City. If there was an enhanced <br />threat environment we would not be able to provide security for the port with only one vessel. <br />35) DESCRIBE ANY OPERATIONAL ISSUES YOU DEEM IMPORTANT TO THE CONSIDERATION OF YOUR APPLICATION, SUCH AS LACKING OR INADEQUATE CAPABILITIES OR <br />ASSETS WITHIN THE PORT AREA TO MITIGATE MARITIME SECURITY VULNERABILITIES BEING ADDRESSED BY THIS PROJECT.
