Protection of soft targets and crowded places. With the continued development of the Port of Everett there will be an increase in the number of people in or around the port. As part of the development there will be venues for larger gatherings such as markets, concerts, and other events. The City of Everett has a large popular park that is only accessible by boat. The vessel that this project will upgrade will be used to respond to emergencies during these events, such as fires, active threats, or natural disaster. This boat was used to evacuate over 700 people from the City Park that is only accessible by boat when the ferry that was used to transport people to and from the Island was damaged. With limited services at that Park, this boat was a necessary part to get those people to safety. This project will ensure that our rapid response vessel is more reliable to perform task such as this. The vessel that this project will upgrade also responded to an active threat that was reported on the Washington State Ferry approaching the Mukilteo Terminal. The Mukilteo Terminal is not in the City of Everett but is within 100 yards of the city borderline. The City of Mukilteo does not have a marine law enforcement asset. With the terminal having a high rate of use it is very common to have many people and vehicle boarding, offloading, or waiting for a ferry. Because of the design of the Terminal there will be situations that require a rapid response vessel to assist. We have participated with regional training involving the security of the Ferry system and we have demonstrated our willingness to respond to emergencies on the ferry system. This project will insure that the main vessel we would use to respond to these emergencies will have the highest readiness by reducing down time due to maintenance. 40) IDENTIFY ONE PROGRAM PRIORITY THIS INVESTMENT MOST CLOSELY SUPPORTS (Program Priorities are identified in the NOFO): PART XI - IMPLEMENTATION PLAN Enhance Maritime Domain Awareness (MDA) • The ability to respond quickly, efficiently, and in nearly all-weather conditions to waterborne incidents gives our command critical information to make informed decisions before any impact to our port area, increasing our MDA significantly. • This investment does support the AMSC.
