Monitoring and Oversight <br />Per 2 C.F.R. § 200.337, FEMA, through its authorized representatives, has the right, at all <br />reasonable times, to make site visits or conduct desk reviews to review project <br />accomplishments and management control systems to review award progress and to provide <br />any required technical assistance. During site visits or desk reviews, FEMA will review <br />recipients’ files related to the award. As part of any monitoring and program evaluation <br />activities, recipients must permit FEMA, upon reasonable notice, to review grant-related <br />records and to interview the organization’s staff and contractors regarding the program. <br />Recipients must respond in a timely and accurate manner to FEMA requests for information <br />relating to the award. <br /> <br />See the Preparedness Grants Manual for information on monitoring and oversight. <br /> <br />G. Centralized Scheduling and Information Desk (CSID) <br />CSID is a non-emergency comprehensive management and information resource developed <br />by FEMA for grants stakeholders. CSID provides general information on all FEMA grant <br />programs and maintains a comprehensive database containing key personnel contact <br />information at the federal, state, and local levels. When necessary, recipients will be directed <br />to a federal point of contact who can answer specific programmatic questions or concerns. <br />CSID can be reached by phone at (800) 368-6498 or by e-mail at askcsid@fema.dhs.gov, <br />Monday through Friday, 9 a.m. – 5 p.m. ET. <br /> <br />c. Grant Programs Directorate (GPD) Award Administration Division <br />GPD’s Award Administration Division provides support regarding financial matters and <br />budgetary technical assistance. Equal Rights <br />The FEMA Office of Equal Rights (OER) in coordination with the DHS Office for Civil <br />Rights and Civil Liberties is responsible for compliance with and enforcement of federal civil <br />rights obligations in connection with programs and services conducted by FEMA and <br />recipients of FEMA financial assistance.
