MEMORANDUM OF UNDERSTANDING
WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA)
WORKSOURCE SNOHOMISH COUNTY SYSTEM PARTNERS
July 1, 2022 —June 30, 2025
I. Introduction
A. Purpose
This Memorandum of Understanding, its attachment, and items incorporated by
reference, hereafter referred to as "MOU," is entered into in the spirit of cooperation
and collaboration by Workforce Snohomish and WorkSource Snohomish County
workforce development system signatory partners, hereafter referred to as
"Partners."
Signatories to this MOU include all mandatory Partners listed in the Workforce
Innovation and Opportunity Act of 2014 (WIOA) Section 121(b)(1)(B) and 20 CFR
678.400 as well as those non-mandatory organizations who partner with the
WorkSource Snohomish County System in a significant way and the Chief Local Elected
Official, whose signature indicates "agreement" per WIOA Section 121 (c)(2)(A).
B. Infrastructure
The WorkSource Snohomish County System will operate a minimum of one
comprehensive full-service One-Stop Center and may operate Affiliate or Specialized
Sites at locations certified by the Workforce Snohomish Board of Directors. Job
seekers entering these sites are engaged and assessed with information shared
between Partners. This allows needed services to be bundled for each job seeker. In
addition, services may be provided at any Specialized Site.
C. Goals
Resources will be utilized and costs will be shared to serve mutual customers, both job
seekers and businesses, through a WorkSource Integrated Service Delivery model
(ISD). ISD is the delivery of services in a manner that aligns/braids the resources of
participating Partners to seamlessly address the employment and training needs of
System customers. The intent of ISD is to provide a full range of services that may be
needed by a given job seeker and reduce duplicative activities in the provision of
services.
2022—2025 Snohomish County WIOA MOU Page I 1
