D. Principles <br /> The following principles apply to the ISD environment in Snohomish County: <br /> 1. Access—Meet the needs of customers by ensuring access to programs, services, <br /> and activities for all eligible individuals. <br /> 2. Accountable— Demonstrate a commitment to high quality customer services <br /> including, "customer centric" design, with regular program performance review <br /> based on shared data and actions that enhance outcomes. <br /> 3. Continuous Improvement —Create a delivery system that utilizes feedback from <br /> job seekers and businesses to challenge the status quo and innovates to drive <br /> measurable improvements. <br /> 4. Integrated —Think and act as an integrated system that shares common goals with <br /> services delivered by multiple organizations with the best capabilities for a <br /> seamless customer experience. <br /> 5. Partnership—Align goals, resources, and initiatives with economic development, <br /> business, government, labor, education, and human services partners. <br /> II. Definitions <br /> The following definitions apply to this MOU, its attachment, and items incorporated by <br /> reference. <br /> A. MOU Manager <br /> The person in the partnership who is responsible for the oversight, monitoring, and <br /> review of functions of this MOU. <br /> B. Career Services <br /> Career Services, as identified in sec. 134(c)(2) of WIOA, consist of three types: Basic <br /> Career Services, Individualized Career Services, and Follow-up Services. Although <br /> these services are described in Title I of WIOA, the definitions of these services will be <br /> generalized to all Partners participating in the WorkSource Snohomish County System. <br /> For example, case management is an Individualized Career Service for programs <br /> funded with Title I WIOA resources, but case management delivered by another <br /> required Partner may be counted as a Basic Career Service for the purpose of <br /> developing system budgets and cost sharing agreements. <br /> C.
