6. Leadership Development Opportunities which encourage responsibility, <br /> confidence, employability, self-determination, and other positive social behaviors; <br /> 7. Supportive Services which enable an individual to participate in WIOA activities; <br /> 8. Adult Mentoring as a formal relationship between a youth and an adult mentor <br /> with structured activities where the mentor offers guidance, support, and <br /> encouragement; <br /> 9. Follow-up Services which are provided following program exit to help ensure youth <br /> succeed in employment or education; <br /> 10. Comprehensive Guidance and Counseling that provide individualized counseling to <br /> participants, including drug/alcohol and mental health counseling; <br /> 11. Financial Literacy Education that provides youth with the knowledge and skills they <br /> need to achieve long-term financial stability; <br /> 12. Entrepreneurial Skills Training that provide the basics of starting and operating a <br /> small business and develops entrepreneurial skills; <br /> 13. Services that Provide Labor Market Information about in-demand industry sectors <br /> or occupations; and <br /> 14. Postsecondary Preparation and Transition Activities that help youth prepare for <br /> and transition to postsecondary education and training. <br /> E. Referral Services <br /> The primary principle of Referral Services is to provide integrated and seamless <br /> delivery of services to workers,job seekers, and businesses. All Partners will adhere to <br /> the following elements of Referral Services. <br /> 1. Familiarize themselves with the basic eligibility and participation requirements, as <br /> well as with the available services and benefits offered, for each of the Partners' <br /> programs represented in the WorkSource Snohomish County System; <br /> 2. Develop materials summarizing their program requirements and making them <br /> available for Partners and customers; <br /> 3. Where feasible and allowable, develop common intake, eligibility determination, <br /> assessment, and registration forms; <br /> 4. Provide substantive referrals to customers who are eligible for supplemental and <br /> complementary services and benefits under partner programs; <br /> 2022-2025 Snohomish County WIOA MOU Page 110 <br />
