9. Individuals who are English Language Learners, individuals who have low levels of <br /> literacy and individuals facing substantial cultural barriers; <br /> 10. Eligible migrant and seasonal farm workers; <br /> 11. Individuals within two years of exhausting lifetime eligibility for TANF; <br /> 12. Expectant individuals (Single parents, including single pregnant women); and <br /> 13. Long-term unemployed individuals, and <br /> 14. 'Black, Asian, Compact of Free Association (COFA) nations, and Pacific Islander <br /> communities; Latinos; and <br /> 15. ''LGBTQ Communities; <br /> C. While a majority of job seekers receive their first "engagement" during a visit to a <br /> WorkSource Resource Room, multiple entry points exist across Snohomish County — <br /> Specialized Sites, community-based organizations (CBOs), Tribes, Colleges, K-12, state <br /> agencies, federal agencies, faith-based organizations and governmental entities. These <br /> sites allow the WorkSource Snohomish County System to access and provide services <br /> to those with barriers to employment wherever they live in the community. Informed <br /> referrals between off-site programs and the WorkSource Snohomish County System <br /> can only succeed when WorkSource staff have the ability to engage and assess the <br /> needs of job seekers with multiple barriers and possess the knowledge of the <br /> resources available in the community. <br /> D. All Partners are trained and knowledgeable of programs within the WorkSource <br /> Snohomish County System and programs available in the community to meet the <br /> needs of the WIOA priority populations identified above. Partners are cross-trained on <br /> Partner Programs to the greatest extent possible. When it is not possible to provide a <br /> service on-site, staff will work to the greatest extent possible,to provide effective <br /> linkages to connect job seekers with someone directly who can provide meaningful <br /> information and/or services. <br /> E. Partners share the expectation for prompt resolution of all customer concerns and <br /> complaints, including complaints regarding discrimination. Workforce Snohomish <br /> Customer Complaint Policy 1170, incorporated by reference, outlines minimum <br /> expectations for coordination among Partners and clarifies Workforce Snohomish's <br /> oversight role in the complaint system. <br /> 2022—2025 Snohomish County WIOA MOU Page 112 <br />
