IV. Job Seeker Services to Be Provided by WorkSource The purpose of the WorkSource Snohomish County System is to develop and maintain quality support for job seekers and businesses through the delivery of high-quality and integrated services, education, and economic development services for youth, adult job seekers, and incumbent workers enabling them to develop their careers and for the community to build its economic health and vitality. All Partners represented in WorkSource facilities deliver services to job seekers. A. Basic Career Services WIOA authorizes Career Services for adult job seekers, dislocated workers, and incumbent workers. The delivery of Basic Career Services is the responsibility of ALL Partners. 1. Eligibility determination for adult, dislocated worker, or youth program services; 2. Outreach, intake, and orientation to One-Stop services; 3. Initial assessment of skills and supportive service needs; 4. Labor exchange, including job search, placement, and career counseling as needed; 5. Referrals to and coordination with programs and services inside and outside WorkSource; 6. Local, regional, and national labor market data; 7. Performance and program cost for eligible training providers by program/provider type; 8. WorkSource Snohomish County System performance accountability; 9. Availability of and referral to supportive services/assistance including: child care; child support; Medicaid and Children's Health Insurance Program; SNAP; earned income tax credit; housing counseling and HUD services; TANF includes supportive and transportation services provided through that program; 10. Eligibility for non-WIOA financial aid for training and education; and 11. Information/assistance regarding filing claims under Unemployment Insurance (UI) programs to include connecting UI applicants/recipients to UI Tele-Center. 2022—2025 Snohomish County WIOA MOU Page 1 7
