E <br /> Memorandum of Understanding Between the City of Everett and <br /> the Northwest Neighborhood Association for a Native Plant EVE R E T T <br /> Display Garden at Drew Nielsen Park WASHINGTON <br /> 1. General. This Memorandum of Understanding (MOU) describes <br /> the basis for how the Northwest Neighborhood Association, an <br /> unincorporated association of residents of the Northwest <br /> Neighborhood in Everett, intends to create a Native Plant Display <br /> Garden at Drew Nielsen Park (1230 Colby Avenue). This Native <br /> Plant Display Garden is shown in the Planting Plan (P1 .0 rev. <br /> dated 4-8-2022) attached to this MOU. The Native Plant Display <br /> Garden will be installed and maintained at the Northwest <br /> Neighborhood Association's sole cost. The City of Everett (City) will <br /> not make provide any financial contribution or payment to the <br /> Northwest Neighborhood Association towards the Native Plant <br /> Display Garden. <br /> 2. Responsibilities. The following principles will govern the <br /> implementation of the Native Plant Display Garden at Drew <br /> Nielsen Park: <br /> A. The Native Plant Display Garden will be in accordance with <br /> the attached Planting Plan. <br /> B. The Native Plant Display Garden is expected to be installed <br /> over more than one season, as resources become <br /> available to the Northwest Neighborhood Association. <br /> Accordingly, the Native Plant Display Garden will be <br /> installed in phases, as shown in the attached Planting Plan: <br /> (1) Phase I (Fall 2022): the eastern most edge of Drew <br /> Nielsen Park along Hoyt Avenue, south for <br /> approximately 125 lineal feet for a total of 1 ,400 <br /> square feet of bed area. <br /> (2) Phase 2 (2023): the southernmost edge of Drew <br /> Nielsen Park along 13th Street up to the existing <br /> gravel path, approximately 120 lineal feet a total of <br /> approximately 1,450 square feet of bed area. <br /> C. Prior to beginning of a phase, the Northwest Neighborhood <br /> Association will submit the final planting plan to the City <br /> 1 <br />
