E Memorandum of Understanding Between the City of Everett and the Northwest Neighborhood Association for a Native Plant EVE R E T T Display Garden at Drew Nielsen Park WASHINGTON 1. General. This Memorandum of Understanding (MOU) describes the basis for how the Northwest Neighborhood Association, an unincorporated association of residents of the Northwest Neighborhood in Everett, intends to create a Native Plant Display Garden at Drew Nielsen Park (1230 Colby Avenue). This Native Plant Display Garden is shown in the Planting Plan (P1 .0 rev. dated 4-8-2022) attached to this MOU. The Native Plant Display Garden will be installed and maintained at the Northwest Neighborhood Association's sole cost. The City of Everett (City) will not make provide any financial contribution or payment to the Northwest Neighborhood Association towards the Native Plant Display Garden. 2. Responsibilities. The following principles will govern the implementation of the Native Plant Display Garden at Drew Nielsen Park: A. The Native Plant Display Garden will be in accordance with the attached Planting Plan. B. The Native Plant Display Garden is expected to be installed over more than one season, as resources become available to the Northwest Neighborhood Association. Accordingly, the Native Plant Display Garden will be installed in phases, as shown in the attached Planting Plan: (1) Phase I (Fall 2022): the eastern most edge of Drew Nielsen Park along Hoyt Avenue, south for approximately 125 lineal feet for a total of 1 ,400 square feet of bed area. (2) Phase 2 (2023): the southernmost edge of Drew Nielsen Park along 13th Street up to the existing gravel path, approximately 120 lineal feet a total of approximately 1,450 square feet of bed area. C. Prior to beginning of a phase, the Northwest Neighborhood Association will submit the final planting plan to the City 1
