Tony Lee and Kurtis Brown <br /> 3200 Cedar Street, 2nd Floor <br /> Everett, WA 98201 <br /> Subject: Previously Fueled Aircraft within Group F-1 Occupancies During Manufacturing <br /> Dear Mr. Lee, and Fire Marshal Brown <br /> I appreciate you taking the time to discuss the use of Boeing's Everett Main Factory High Bay space, currently <br /> classified as Group F-1 per the International Building Code (IBC), for use to continue the aircraft manufacturing <br /> process on previously fueled, but defueled, aircraft. <br /> As we discussed, the 2018 IBC is not specific relating to when, in the aircraft manufacturing process, an <br /> aircraft is required to move from a Group F-1 aircraft manufacturing facility to a Group S-1 aircraft hangar. <br /> Throughout the aircraft manufacturing process in Everett, aircraft that are located in Group F-1 occupancies <br /> are manufactured in a manner that is commensurate with the protections provided by the Group F-1 <br /> occupancy. This is true regardless of if the aircraft has had fuel onboard or not, as our manufacturing <br /> command media ensures that the aircraft is defueled prior to returning to a Group F-1 occupancy. This <br /> command media specifically addresses protections Boeing takes in the manufacturing environment above and <br /> beyond the protections required to be taken in the aircraft hangar environment, including: <br /> • Ensuring the very small amount of remaining fuel onboard the aircraft is a combustible liquid and not a <br /> flammable liquid <br /> • Ensuring the fuel temperature is not above the flashpoint of the fuel <br /> • Electrically classifying in the proximity of fuel vents and leak points if they are present <br /> • Posting signs indicated that aircraft have been previously fueled with the associated precautions <br /> • Specific checklists and command media for moving previously fueled aircraft into the factory include fire <br /> department notification as a part of the process <br /> These measures are taken in addition to the aircraft meeting the requirements of being defueled in accordance <br /> with NFPA 409. <br /> Page 1 of 2 <br />
