Grant contracts are expected to be awarded in July 2022. If awarded, a budget amendment will be necessary for the grant revenue and expenditures for 2022. Project summary statement: The Washington State Department of Commerce is offering a grant program for jurisdictions to plan and provide a regulatory framework with incentives supporting construction of middle housing in areas zoned for single family residential. City planning staff is working on a proposal to evaluate, analyze, and propose allowing middle housing types on at least 6,300 parcels (30 percent of approximately 21,000 SF zoned parcels). The analysis would include public engagement activities, a racial equity analysis and anti -displacement report. This grant will support efforts that are needed as part of the Comprehensive Plan Update and is supported in the Rethink Housing Action Plan Strategy 1.2 Adjust the City's zoning code to facilitate greater housing diversity and production. Grant deliverables are due to Commerce no later than June 15, 2023. Grant applications are due by July 5, 2022. Recommendation (exact action requested of Council): Authorize city staff to apply for and, if awarded, authorize the Mayor to sign all necessary documents to accept the Washington State Department of Commerce Middle Housing Program Grant.
