Grant contracts are expected to be awarded in July 2022. If <br />awarded, a budget amendment will be necessary for the grant revenue and expenditures <br />for 2022. <br />Project summary statement: <br />The Washington State Department of Commerce is offering a grant program for <br />jurisdictions to plan and provide a regulatory framework with incentives supporting <br />construction of middle housing in areas zoned for single family residential. City planning <br />staff is working on a proposal to evaluate, analyze, and propose allowing middle housing <br />types on at least 6,300 parcels (30 percent of approximately 21,000 SF zoned parcels). <br />The analysis would include public engagement activities, a racial equity analysis and <br />anti -displacement report. This grant will support efforts that are needed as part of the <br />Comprehensive Plan Update and is supported in the Rethink Housing Action Plan <br />Strategy 1.2 Adjust the City's zoning code to facilitate greater housing diversity and <br />production. Grant deliverables are due to Commerce no later than June 15, 2023. Grant <br />applications are due by July 5, 2022. <br />Recommendation (exact action requested of Council): <br />Authorize city staff to apply for and, if awarded, authorize the Mayor to sign all <br />necessary documents to accept the Washington State Department of Commerce Middle <br />Housing Program Grant. <br />
