Box 42525 <br />Olympia, WA 98504-2525 <br />SUBJECT: Intent to submit middle housing grant application <br />One of the goals of the Growth ManagementAct is to plan for and accommodate housing affordable to <br />all economic segments of the population of this state, promote avariety of residential densities and <br />housingtypes, and encourage preservation of existinghousingstock. The city is requiredto plan for <br />housing that meets the needs of our diverse community and to ensure we are providing sufficient <br />residential zoned land capacity for housing to accommodate 20-year growth targets. To help meet this <br />goal, the City of Everett recently prepared a Housing Action Plan that includes strategies to increase <br />housing variety by encouraging infill development in single family zones. The middle housing grant will <br />provide important resources to support implementation of this aspect of our housing action plan. <br />INTENT TO SUBMIT MIDDLE HOUSING APPLICATION <br />The City of Everett intends to submit an application, by July 5, 2022, requesting $100,000 from the <br />Washington State Department of Commerce to support actions promoting middle housing in portions of <br />the city currently zoned for single family residential. <br />MINIMUM REQUIREMENTS <br />Based on an initial analysis, the city estimatesthatthere are about 21,000 parcels zoned single family in <br />the city (note: these zones are titled single family and are largely limited to detached houses, but <br />duplexes would be allowed in some of those parcels if size, dimensional, and otherrequirementswere <br />met). Accordingly, the city plansto evaluate, analyze, and propose allowing middle housing typeson at <br />least 6,300 parcels as part of this project. <br />PROPOSED SCOPE OF WORK AND USE OF FUNDS <br />The city is currently underwaywith multi-yearcomprehensive plan periodicupdate process. While the <br />resources, eligible activities, and technical assistance opportunities of this grant align very well with the <br />city's housing action plan and overall comprehensive plan update scope of work, the timing of the grant <br />period presents some challenges that will need to be addressed.
