weeks, is to use these grant resources to conduct all of the elements of a planning process related to <br />middle housing and incorporate those components into the periodic update after the grant period. <br />We intend to request funding to either contract with a consultant, hire project staff, ora combination, <br />for the following activities: <br />1. Evaluate the city's comprehensive plan and development regulations and identify gaps for <br />which goals, objectives, policies, implementation actions, or other provisions would need to <br />change to accommodate middle housing options in target areas. Update portions of the City of <br />Everett Potential Residentiallnfili Measures report (Commerce grant:13-63200-003) for <br />strategies promoting middle housing. <br />Deliverables: Policy and regulatory gap analysis report and updated infill measures report. <br />2. Conduct outreach, with the involvement of community -based organizations, to inform and <br />solicit feedbackfrom a representative group of renters and owner -occupied households both <br />within and outside of residential neighborhoods, and from for -profit and non-profit residential <br />developers. We intend to incorporate advice and technical assistance from Commerce staff and <br />will evaluate subcontracting with Civic Spark (Americorps) to support local public engagement <br />activities. <br />Deliverables:Two or more outreach events held specificto middle housing. Middle -housing - <br />related components of an outreach and engagement report, to be incorporated into a full report <br />between the end of the grant period and the periodic update deadline. <br />3. Analyze the racial equity and displacement implications of accommodating middle housing <br />options in target areas, consistent with the approach and format of the racial equity and <br />displacement analysis to be conducted as part of the city's overall comprehensive plan periodic <br />update. We will seek assistance from Commerce staff fortechnical support on the analysis <br />report. <br />Deliverables: Middle housing -related components of a racial equity and displacement analysis <br />report, to be incorporated into a full report between the end of the grant period and the <br />periodic update deadline. <br />4, Draft comprehensive plan and development regulations amendments to accommodate middle <br />housing options on at least 30 percent of lots currently zoned as single family residential. The <br />comprehensive plan provisions will include policies and criteria, such as accessibility to transit, <br />jobs, services, and amenities, infrastructure availability, and racial equity and displacement <br />considerations, to inform the identification of locations for middle housing options. <br />Amendments to development regulations will address zoning and height maps, dimensional <br />standards, parking requirements,proceduraland fiscal considerations(approval route and fees). <br />The draft amendments will be consistent with and supportive ofVISION 2050, countywide <br />planning policies, the Growth Management Act, and provisions of the city's housing action plan . <br />Deliverables: Middle housing -related components of staff reports, comprehensive plan <br />amendments, ordinance sections, an environmental checklist, and environmental impact <br />analysis, to be incorporated into the periodic update action between the end of the grant period <br />and the periodic update deadline. <br />Page 2 of 3 <br />
