Version: May 19, 2022 <br /> 14.28.030 Requirements for Development, Re-Development and Construction Activities <br /> A. Applicability. This chapter is applicable to discharges to stormwater, surface water, or groundwater. <br /> The design, construction and maintenance requirements and standards on all projects subject to this <br /> chapter shall meet or exceed the thresholds, definitions and criteria contained in the following, in the <br /> following order of precedence: <br /> 1. This chapter; and <br /> 2. City of Everett Design and Construction Standards and Specifications for Development; and <br /> 3. The Stormwater Management Manual for Western Washington <br /> B. Stormwater Drainage Review. Stormwater drainage review is required when a proposed project: <br /> 1. Results in two thousand square feet, or greater, of new plus replaced hard surface area; or <br /> 2. Has land disturbing activity of seven thousand square feet or greater; or <br /> 3. Converts three-quarters acre, or more, of vegetation to lawn or landscaped areas; or <br /> 4. Converts two and one-half acres, or more, of native vegetation to pasture. <br /> Projects located in the combined sewer area that add net new impervious surface are governed by EMC <br /> 14.08. <br /> All projects and land disturbing activities are required to prevent erosion and control sediment leaving the <br /> site. Every effort must be made to prevent sediment from entering the storm drainage system and surface <br /> waters, and air quality must be preserved. <br /> C. Stormwater Drainage Review and Approval. <br /> All stormwater drainage review and project site plans and designs prepared in connection with this <br /> chapter shall be submitted for review and approval by the Director and/or designee. <br /> 14.28.040 Exemptions. <br /> Exemptions to the minimum requirements for new and redevelopment are provided in the Stormwater <br /> Management Manual for Western Washington. <br /> 6 <br />
