HOUSING DEVELOPMENT INCENTIVE PROGRAM <br /> Draft Scope of Services from Perteet Inc. June 2022 <br /> • Incentive opportunities will be limited to those selected in subtask 1.2 through 1.6. <br /> • Urban corridors for possible incentive consideration will be selected in coordination with the City from <br /> Evergreen Way, North Broadway,7'h Ave(Casino to Everett Mall), and the WHEB triangle. <br /> • Underlying zoning will be used for the base line analysis. No land use zoning changes are considered in <br /> this Scope of Services. <br /> • Sound Transit station areas to include three station areas to be determined through discussion with the <br /> City and stakeholders. <br /> • The information from this task will be reported in the draft Task 1 deliverable to Department of <br /> Commerce on August 15,2022,unless modified by amendment. <br /> • City will request schedule amendment from Commerce in July 2022. <br /> Subtask 1.8-Conduct stakeholder outreach <br /> Consultant Activities: <br /> • Prepare developer questionnaire and contact and conduct up to eight developer interviews about <br /> barriers or constraints to developing in Everett.Consolidate input into current state of industry summary. <br /> • Solicit industry and internal stakeholder input on incentive target areas. <br /> • Develop HDIP summary presentation and present at Council of Neighborhoods,Affordable Housing <br /> Association,and Housing Consortium of Everett and Snohomish County. <br /> • Develop summary talking points for use in City comprehensive planning process outreach. <br /> • Develop information to support City staff with updates to Planning Commission and City Council. <br /> • Provide updates to City's internal stakeholder team. <br /> Assumptions: <br /> • Developer outreach will occur at the on-set of the project so industry input can be considered as part of <br /> incentive program review. <br /> • HDIP presentations will be through regularly scheduled committee meetings. <br /> • City will conduct City Council and Planning Commission presentations with Consultant participation as <br /> requested. <br /> • Two internal stakeholder updates. <br /> Deliverables: <br /> • Modular presentation for use at outreach events. <br /> • Questionnaire and summary of industry input. <br /> • Summary information to support stakeholder meetings. <br /> • The preliminary summary is due August 5,2022,unless amended by City and Department of <br /> Commerce. <br /> • City to request schedule amendment in July 2022. <br /> https://perteet.sharepoint.com/sites/ActiveProjects/20210I99EverettHDIPlnternol/Project Management/Scope and Fee/fune22_dft_HDIP SOW-rev3.docx <br /> 6 <br />
