HOUSING DEVELOPMENT INCENTIVE PROGRAM Draft Scope of Services from Perteet Inc. June 2022 Subtask 1.9—Coordinate with other housing initiative programs Consultant Activities: • Use information provided by the City to assess Housing Benefit District eTOD Tool Project(Sound Communities), Model Code Project(Sound Transit—FTA Grant),and the resilience-focused technical assistance-Everett project from the Urban Land Institute findings to include in subtask 1.5 analysis. • Review HDIP information relative to HART,AHA,and Housing Snohomish County goals and policies. Assumptions: • City will provide current information on other on-going housing initiative programs. Deliverables: • To be included in the subtask 1.5 deliverable. Subtask 1.10—Reports on Findings Consultant Activities: • Develop draft reports on 1) housing development incentive performance,including observations, stakeholder comments and areas of concern,and 2) recommended incentives that could improve housing development,specifically along urban corridors. • Review the findings relative to equity and displacement impacts and provide recommendations to address concerns. • Provide draft reports and supporting materials for internal stakeholder review and comment, including City-led presentations to the planning commission and City Council planning committee. • Consolidate stakeholder comments and prepare a final report for submittal to Department of Commerce. Assumptions: • The draft reports will consist of a short Executive Summary and brief(max 5 pages) narrative. Findings from Subtask 1.1 through 1.9 will be included as attachments to the draft report. • Draft deliverable to the City on August 10,2022,unless amended by Department of Commerce. • City to request a schedule amendment in July 2022. Task 2.0 Development of Adopting Ordinances and Support of City Staff Perteet will implement the following analyses under Task 2.0.
