ORDINANCE NO. 3135 . An Ordinance providing for the improvement of Glenwood Avenue from Mukilteo Boulevard to a point 2120 feet south of Mukilteo Boulevard by the installation of a 6" water main, fire hydrants and necessary appurtenances, and by doing such other work as may be necessary in connection therewith to make a complete improvement, in accordance with a petition signed by the owners of more than seventy-five (75'(0) per cent of the lineal frontage and seventy-five (750) per cent of the area within the proposed district, petitioning for said improvement and requesting that the limits of assessment be raised to not more than two times the assessed valuation, creating a local improvement district fund therefor ; providing for the payments of said improvement by special assessment on the property in said district, under the mode of payment by bonds. WHEREAS, there has been heretofore filed with the City Council of the City of Everett a petition signed by the owners of more than seventy-five (75-0) per cent of the lineal frontage and seventy-five (750) per cent of the area within the proposed district,t petitioning for said improvement and requesting that the limits of the assessment be raised to not more than two times the assessed valuation, and upon examination thereof the City Council has found the things set forth therein to be true, and WHEREAS, the Commissioner of Public Works has recommended to the City of Everett that said improvement petitioned for be made, and it appearing to the City Council that the public health, !� convenience and necessity require that such improvement be made. NOW, .THEREFORE, ThE CITY OF EVERETT DOES ORDAIN: Section 1 : That Glenwood Avenue from Mukilteo Boulevard to a point 2120 feet south of i. ukilteo Boulevard be improved by the installation of a 6" water main, fire hydrants and necessary appurtenances, and doing such other work as may be necessary in connection therewith to make a complete improvement, all according to the plans and specifications prepared under the direction of the City Engineer, and which plans and specifications are hereby adopted and approved. Section 2: That the cost and expense of such improvement indnding all necessary incidental expense, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Lverett shall not be liable in any manner for any portion of the costs and expense of such improvement except as provided by Chapter 141 Session Laws of 1923, or acts amendatory thereto and the ordinances of the City of Lverett. Section 3: That there is hereby established a local improve- ment district to be known as "Local Improvement Listrict No. 5-8S " which district shall include the following described property located in Everett , Snohomish County, Washington, to-wit: -1- i
