• by Washington State Development Board; and/funds advanced by the petitioners and deposited with the City treasurer; the remaining cost of said improvement shall be borne by and assessed against the property liable therefor in the district herein created in accord- ance with law. The City of Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement except as provided by Chapter 141 Session Laws of 1923, or acts amendatory thereto and the ordinances of the City of Lverett. Section 3: that the limits of the assessment against the property included in this improvement shall not exceed two times the assessed valuation, all in accordance with the petition.
