In 2006 a detention basin was <br /> constructed north of the site and a berm and service road was construction adjacent to the site. Since <br /> then the southern portion of the project site was used as a materials storage area for construction <br /> projects where two 30'x 15'ecology block storage bins where partially placed within the Floodway. On <br /> the east side of the project site the Lowell Riverfront Trail runs along the Snohomish River shoreline. <br /> Proposed Activity:The City of Everett Parks Department proposes to establish an approximately 0.85 <br /> acre off-leash dog area supplying a dog water fountain and a wash station.The area will be enclosed <br /> with approximately 1,000 feet of 5-foot high rail-hog wire fencing with two gates on concrete pads. <br /> Trash containers and dog waste stations will also be installed. <br /> Within the proposed area,the existing ecology block storage bins (located partially within the Floodway) <br /> as well as blackberry shrubs and other non-native invasive vegetation will be removed.The site will be <br /> tilled and planted with low native grasses and 8 new trees (6 Shore Pines and 2 Sitka Spruce) planted <br /> along the western side of the site.
