, , <br /> • <br /> ORDINANCE NO. <br /> 3? 23 <br /> AN ORDINANCE relating to and regulating the operation of <br /> barber schools in the Laity of verett, Washington, providing for <br /> t.ie method of licensing thereof, exacting fees therefor, prescrib- <br /> ing penalties for the violation thereof, and declaring an <br /> emergency. <br /> .10W, THEREFORE, THE CITY OF EVE'RETT DOES ORDAIN: <br /> Section 1: DEFINITIOrS. The word "person" shall <br /> include any individual , firm, association, partnership , corpora- <br /> tion, manager , owner or employee. <br /> The words "Barber school" include any <br /> institution aevoted to the instruction and training of students <br /> in the barber trade and any institution classified as a barber <br /> school under the provisions of Chapter 199 , Session Laws of 1937 <br /> of Washington, as amended. <br /> Section 2: That it snail be unlawful for any person <br /> to engage in carrying on or conducting a barber school in the City <br /> of Everett, Washington, without first procuring a license so to <br /> do and baying the -license fees as herein provided. <br /> Section 3: Any person desiring to engage in the conduct <br /> or operation of a barber school in the City of Everett, Washington, <br /> shall first secure a license so to do in the manner herein provided <br /> and pay the license fees herein prescribed. <br /> Section 4: Application for a license hereunder shall <br /> u e filed with the City Clerk, who shall submit the same to the "ity <br /> Council for approval or rejection. If such application. is approved <br /> by the Council after a full investigation of said application and <br /> of the fitness ana character of the applicant and of the fitness <br /> of the proposed school and courses or study therein proposed , by <br /> t he Council, the Council shall enter an order that the license snail <br /> be issued by the Clerk upon payment of the required fee . if the <br /> Council does not approve said application after investigation, the <br /> same shall be deemed rejected. All such licenses shall be issued <br /> for the balance of the calendar year in which application thereof <br /> is mane and all licenses issued hereunder shall expire on the 31st <br /> day of .December following the issuance thereof. Applications for <br /> renewal shall be subject to approval of the City Council in the <br /> same maaner as an original application for a license hereunder. <br /> Section b: Ihe annual license fee required under this <br /> ordinance shall be 41,000.00 ; provided, if the application for <br /> license is made subsequent to July 1st, the license fee for the <br /> remainder of that year shall be sixty ( 60%) per cent of the annual <br /> fee . <br /> Section 6 : Any license issued hereunder shall be non- <br /> transferable and in case of surrender or revocation thereof there <br /> shall be no refund of any part of the license fee . <br /> Section 7: (A) No person shall be licensed to conduct <br /> a barber school unless such person be over twenty-one years of age , <br /> of good moral character ana temperate habits. <br />
