• <br /> , , <br /> f. <br /> (B) No person shall be licensed to conduct <br /> a barber school unless it shall appear that such school will <br /> maintain a high stanaard of instruction in the courses of in- <br /> - struction hereinafter provided; that the instruction in such school <br /> snail at all times be in charge of and under the supervision of a <br /> manager; that such school shall at ail times maintain one in- <br /> structor for each ten (10 ) students or fraction thereof; provided, <br /> however, that at no time shall such school have less tnan two (2) <br /> instructors; all instructors snail have at least a hign school <br /> education, ant nave completed a course of gaining of not less tnan <br /> two thousand (2000) Hours in not less than twelve (12) months and <br /> snail possess a barber' s license issued by the Director of Licenses <br /> of the State of `+Jashington. <br /> (C ) No barber school shall be approved <br /> unless it requires as a prerequisite for ednissi.on completion , as <br /> shown by certificate or affidavit, of the eightn grade , and unless <br /> it requires as a prerequisite to graduation a course of instruction <br /> of 1248 hours to be completed in not less than six (6) months <br /> instruction of not more than eight (8) hours in any one day. such <br /> course of instruction shall include the following subjects: <br /> scientific fundamentals of barbering ; hygiene , nistography of the <br /> hair, skin and nails; structnre of the hand , face and neck; ele- <br /> mentary chemistry relating to sterilization and antiseptics; <br /> massaging and manipulating of the muscles of the scalp , face and <br /> neck; neircutting; shTing; and arranging, dressing, coloring, <br /> bleaching and tinting the hair ; and care of instruments and equip- <br /> ment . <br /> (D) No charge shall be made for student work <br /> until the student has completed 400 hours of instruction and <br /> practice. A complete record in writing of each stuaent disclosing <br /> the days of attendance and the time credit given on each of such <br /> nays snail be et all times maintained on the premises open to <br /> inspection by the proper public authorities. <br /> (E) No school and shop shell be maintained <br /> in the same location nor shall there be any connecting entrance. <br /> Section 8: i11 ordinances or parts of ordinances in <br /> conflict herewith are hereby repealed insofar as there is such <br /> conflict . <br /> Section 9: tin:- person licensed under this ordinance <br /> snail be per fitted to operate from 9 :00 to 6 :00 P. T. only, <br /> daily, except Sundays and 7J.olidays. <br /> Section 10: Any person violating any of the provisions <br /> hereof shall be aeemed guilty of a misdemeanor and upon conviction <br /> thereof shall be punished by a fine not to exceed 4100 .00 or by <br /> imprisonment in the City Jail for a period not to exceed thirty (30 ) <br /> days or by both such fine and imprisonment. <br /> Section 11: If any section, sentence , clause or part of <br /> this ordinance shall for any reason be held to be unconstitutional <br /> or invalid , as applied to any person or as applied under certain <br /> circumstances, such decision shall not effect the remaining portions <br /> oftnis ordinance nor the application of this act to other persons <br /> or under other circumstances. <br />
