The existing ordinance 3815-21 allocated <br />$1,100,000 in design funds for repairs to the concrete cover of the reservoir. Detailed <br />inspection and analysis concluded that the proposed repair to the concrete cover would <br />not be cost effective and would not address seismic risk. After the Public Works <br />Department evaluates RFQ submittals and establishes a reservoir 3 replacement design <br />scope of work, we will return with an amending ordinance. <br />Project summary statement: <br />Reservoir 3 is a key terminal reservoir which was constructed in 1923. A cover was <br />added to the reservoir in 1987. The 100-Year-old reservoir has exceeded its expected <br />life. The 2020 Comprehensive Water Plan called for a structural assessment on Reservoir <br />3 to determine its resiliency to seismic events and current structural codes. The study <br />found that the structure is susceptible to structural failure of the reservoir during a <br />significant seismic event. The analysis indicated that structural improvements to the <br />reservoir cover, which was also considered, would not address the overall seismic <br />deficiency of the reservoir. Based on this structural analysis and inspection, the criticality <br />of the reservoir, and the age of the reservoir (100 years), it is recommended that the <br />reservoir be replaced with new reservoir(s) designed to current standards, located at the <br />current reservoir site or in its vicinity. <br />Recommendation (exact action requested of Council): <br />Authorize a Request for Qualifications for consultant selection for the Reservoir 3 <br />Replacement project. <br />
