The estimated cost for these shields is $34,000. The Department then intends to use the remaining funds to purchase a Forensic Imaging Unit. The estimated cost for this stand-alone device is $3,989. JAG funds will cover the cost of both of these projects for the full total of awarded funds, at $37,989. There is no match requirement for this grant. Project summary statement: Funding through the JAG Program would allow EPD to replace portable ballistic shields that are out of warrant and in need of replacement. These shields are used to provide additional ballistic protection from handgun and rifle rounds for officers during priority calls and high -risk tactical events. The remainder of the funds would allow EPD to purchase a Forensic Imaging Unit that is necessary for assistance with extensive forensic image processing. The forensic imaging device is a stand-alone unit that processes digital evidence copies for storage and clears any previous evidence before reuse. The purchase of a digital intelligence forensic imager would alleviate the use of the current repurposed computer, freeing it for other investigative needs. Recommendation (exact action requested of Council): Authorize city staff to apply for and if awarded authorize the Mayor to sign all necessary documents and agreements with the U.S. Department of Justice, Bureau of Justice Assistance regarding the application, acceptance, and utilization of the FY 2022 Edward Byrne Memorial Justice Assistance Grant (JAG) Program, in the amount of $37,989.
