CITY OF EVERETT, WASHINGTON <br />EVERETT POLICE DEPARTMENT <br />Edward Byrne Memorial Justice Assistance Grant (JAG) Program <br />(CFDA# 16.738) <br />FY 2022 Local Formula Solicitation <br />PROGRAM NARRATIVE <br />Introduction <br />The City of Everett (WA) is a full -service municipal government agency which provides critical <br />public safety and other vital services to a population of approximately 112,249 citizens. Under <br />the direction of Mayor Cassie Franklin, Chief Dan Templeman commands the Everett Police <br />Department (EPD) which consists of a staff of 215 commissioned police officers and 36 civilian <br />support personnel. The City of Everett is a municipal government that was identified as eligible <br />for funding under the Fiscal Year (FY) 2022 State and Local Edward Byrne Memorial Justice <br />Assistance Grant (JAG) Program. The Bureau of Justice Assistance (BJA) identified The City of <br />Everett for an eligible direct allocation of $37,989 as determined by their JAG formula. Details <br />can be found at: https://bja.ojp.gov/sites/g/files/xyckuh186/files/media/document/fy20jag-local- <br />allocations-wa.pdf. <br />Description of the Issue <br />The Everett Police Department currently fields 18 portable ballistic shields for deployment at <br />priority calls and planned high -risk tactical events. The shields in our inventory carry a five-year <br />manufacturer provided warranty, all of which have expired. <br />Ballistic protection is an important part of officer safety, as we issue all commissioned <br />employees personal protection body armor and require its daily use in patrol. The use of <br />portable ballistic shields at priority calls and high -risk tactical events, adds an important layer of <br />ballistic protection for officers. However, our current supply of ballistic shields are no longer <br />guaranteed by the manufacturer warranty. It is important to provide our patrol officers with up- <br />to-date safety equipment. <br />Ballistic shields have varying levels of ballistic protection. Of the 18 shields we currently have <br />in our inventory, 16 are level IIIA, intended to provide ballistic protection from most handgun <br />rounds. Two shields are level III, which are intended to provide protection from handgun rounds <br />and rifle rounds up to 7.62x51 (which is a .308 Winchester). <br />Another proposed project under the 2022 JAG would be to purchase a Forensic Imager for use <br />by detectives in the Forensic Imaging Unit (FIU). <br />
