Additionally, <br />the Everett Police Department is a member of Region 1 SWAT, which is a conglomeration of <br />three law enforcement agencies: Everett Police Department, Snohomish County Sheriff's Office <br />and the Lake Stevens Police Department, who pool resources and staffing together to respond to <br />high priority, tactical situations throughout the three jurisdictions (barricaded subjects, hostage, <br />high risk arrests, etc.). It is the responding patrol officer who is always first on scene to these <br />high -risk calls. Having the proper safety equipment on hand and readily accessible is critical to <br />their safety. <br />As it relates to investigations, the Everett Police Department assists other units of local <br />government that receive/investigate/prosecute crimes involving computers or other electronic <br />devices. For example, the Everett Police Department receives tips from personnel assigned to <br />the Internet Crimes Against Children (ICAC) unit out of Seattle, WA. As these, and other <br />crimes involving electronic devices, are investigated, the Everett Police Department coordinates <br />very closely with the Snohomish County Prosecuting Attorney's Office. Having current, up-to- <br />date technology to assist with these investigations is integral to successfully investigating and <br />prosecuting crimes that involve electronic devices, such as computers and cell phones. <br />Plan for Collecting Data <br />The permissible use of JAG funds under the 2022 JAG Local Solicitation includes technology <br />implementation and improvement programs. The entirety of the Everett Police Department's <br />allocation ($37,989) would be used for the purchase of 18 ballistic shields and the purchase of a <br />new Digital Forensic Imager. <br />The Everett Police Department understands that recipients of the JAG allocation have a duty to <br />report the results of the work carried out under the award. The EPD is committed to this regular <br />collection of data to assess whether the correct processes are being performed and desired results <br />are being achieved. The goal of the EPD under this grant allocation is straight forward: add a <br />Forensic Imager in the Forensic Imaging Unit; and replace 18 ballistic shields for patrol officers. <br />With this specific award, the performance data (collected by the EPD) will be the number of <br />devices that were imaged in FIU. This will be tracked with easy access to the data upon request. <br />We continue to look for the best way to track shield deployments in the field. These devices are <br />available every shift in the supervisor vehicles, with the knowledge that the tool is ready for use. <br />Additionally, they are also housed and ready for use in the SWAT van. This will be a work in <br />progress, which we strive to find a platform to collect this data. <br />
