CITY OF EVERETT, WASHINGTON EVERETT POLICE DEPARTMENT Edward Byrne Memorial Justice Assistance Grant (JAG) Program (CFDA# 16.738) FY 2022 Local Formula Solicitation BUDGET NARRATIVE The Bureau of Justice Assistance (BJA) identified The City of Everett for an eligible allocation of $37,989 in the Local Justice Assistance Grant (JAG) solicitation. This allocation would be utilized for the replacement of warranty expired ballistic shields and a Forensic Imager. Due to lack of financial resources, the Everett Police Department does not have funding allocated for the replacement of these projects within its annual budget. Ballistic Shields These portable ballistic shields are used to provide additional officer safety from handgun and rifle rounds during priority calls and high -risk tactical events. Everett's existing ballistic shields are outside of the manufacturer's warranty period. The estimated cost for eighteen (18) shields, two with LED lights, is $34,000. The contract for the purchase and acquisition of the ballistic shields will be procured through either a state contract or competitive bidding process as outlined in the City of Everett Procurement Policy 400-12-06. A forensic imaging device is a stand-alone unit that processes digital evidence copies for storage and clears any previous evidence before reuse. The purchase of a forensic imager would alleviate the use of the current repurposed computer, freeing it for other priority investigative needs. The estimated cost for one forensic imager is $3,989.
