The Superintendent shall be in general charge and have super- vision of the Water Department . The other officers, assistants and employees shall perform such duties as pertain to the nature of their office and as authorized and directed by the Superintendent of the Water System and Commissioner of Public Works. Section 22 : It is the purpose of this Ordinance to fix the number and description of the permanent assistants , deputies. and employees in the various offices of the City of Everett , and. nothing • herein contained shall be construed to as to prevent the various officers and various heads of the Department of the City of Everett from employing, with the consent of the City Council , such additional employees, as, from time to t me , may be necessary n the proper discharge of the duties of such offices, or from discontinuing such temporary employees when the necessity therefor has ceased to exist . Section 23: The appointment of all employees in all Depart- ments, where required by the City Charter, shall be made subject to Civil Service regulations of the City of Everett; PROITIDFD, in the event vacancies occur and there is no eligibility list from which said vacancy may be filled, temporary appointment may be made of persons without Civil Service standing. The assistant City Attorney and the Stenographer in the City Attorney Department shell be appointed by the City Attorney. The City Clerk shall be ex officio Secretary of the Civil . Service Commission. The Assistant and Special Examiners in the Civil Service Department shall be appointed by -the Civil Service Commission. • The Clerk of the Police Court Department shall be appointed by the Police Justice. The _officer_ s, assistants and employees in the Department of Finance shall be eppo.i ted by the Commissioner of Finance . The officers, assistants and employees of the Department of Safety shall be appointed by the Comissioner of Safety. The officers , assistants andemployees in the Department of Public Works shall be appointed by the Cor^mission, r of Public Works . Section 24: That on and after the 1st day of January, 1947, the salaries and compensations to be paid to the officers, assist- ants, deputies and employees of the City of Everett shall be as in this Ordinance provided. • • • • - 6 -
