27035
CHANGE ORDER #
EVERETT 0001
WASHINGTON
Project(Procurement) Number: Small Works Roster Project Title:
IFQ #2022-037 2022 Citywide Pavement Markings
Description of Change:
LOCATIONS:see attached Excel sheet identifying locations where Type A plastic pavement marking is acceptable.
During a pre-construction meeting with the contractor, the contractor brought up a concern about the
Type D plastic pavement markings. Type D was the plastic pavement marking material specified in
the solicitation. The contractor stated that applying Type D markings after 11 a.m. could potentially
generate an inferior result. After further research, the project manager agreed that installing Type D
after 11 a.m. would pose concerns about the longevity and durability of the pavement markings.
Many of the locations in the solicitation require noise-producing work to be done during daytime
hours. For the contractor to be able to perform the work during the warmer afternoon daytime
temperatures, they requested a product change from Type D to Type A plastic pavement markings.
For certain intersections, Type A is an equivalent product at locations with lower traffic volumes. This
zero-cost change allows the contractor to work a full shift during the daytime instead of nighttime.
Nighttime work is not allowed at certain locations due to noise restrictions in the city noise ordinance.
Since Type D cannot be applied when the surface temperature is 105°F, this would require the
contractor to mobilize to residential neighborhoods during the nighttime to grind the old stripe off and
apply new striping. The city noise official will not allow the contractor to do any grinding at certain
locations between 10 p.m. and 7 a.m. as it would violate the city noise ordinance, EMC 20.08.
Installing Type A material at the specified locations listed on the Excel spreadsheet will allow the
contractor to overcome the stringent surface temperature requirements of Type D. This will prevent
unnecessary nighttime work.
The changes described above result in the following adjustment(s) in price and contract time (In calendar days).
Completion
*Total Project Price Prior to this Change $361,851.15 Contract Time&Completion Date Prior 75 Date Prior
to This Change 9/21/22
*Net(Increase)or(Decrease)Resulting from Net(Increase)or(Decrease)Resulting
this Change+ $0 from this Change
Completion
*Total Project Price Including this Change $361,851.15 Contract Time&Completion Date 75 Date After
Including This Change 9/21/22
By signing below, City of Everett and the Contractor agree that the Contract work shall be changed to the extent
described in the above "Description of Change" and that the compensation shown above represents complete
compensation for all such changes, including all direct and indirect costs and impacts. The City of Everett and the
Contractor further agree that Contract time shall be adjusted to the extent shown above. This Change Order only
changes the contract between City of Everett and the Contractor to the extent explicitly provided in this Change Order.
