Section 3 : That there is hereby estaulished a local improvement district to be known as "Local improvement District No. 571. ," which district shall include the following described property located in Lverett, Snohomish County, Washington, to-1::it: Lots 1 to 8 and Lots 25 to 32, Block 229, Church & LaMoure 's Addition; Lots 1 to 8 and Lots 25 to 32, Dlock 246 , Plat of Lverett, Division "R" . Section 4: fund is hereby created to ue called "Local improvement/ iati o. 571' " , which shall consist in theaggregate of the several amounts assessed, levied and collected on the several lots, tracts and parcels of land in said local improvement district and the proceeds of the sale of the bonds in said district for the purpose of defraying the costs and expenses of such improvement. Out of said fund shall be paid the uonas , the interest thereon and the entire cost of such improvement , except the amount to be paia by funds from the Washington L)tate Development coard. Section b: the costs and expenses of such improvement' to be assessed against the owners of the property within said district as set forth in Section 2 of this Ordinance shall be defrayed by special assessment, payable in Ten (10 ) equal annual installments, with interest thereon at the rate of Four (4;'0) percent per annum, under the mode of payment by bonds 1 as providea by law and the ordinances of the City of _verett . bonds bearing interest at the rate of Four percent (4A per annum, pay- able on or before years from date of issue, shall be issued in payment of the costs and expenses of such improvement , or the City of Everett may, at its election, sell said bonds and make payment in cash in the manner provided by the ordinances of said City.
