The proposed system would be served by the City of Everett's adjacent pipeline. The PUD <br /> is interested in participating with the three property owners to facilitate construction of a <br /> small system, having some features that could be incorporated into a larger system in the <br /> future. Once the small system is constructed, the PUD would own and maintain it, thus <br /> assuming responsibility for ongoing maintenance, repair, regulatory compliance and interface <br /> with Everett. <br /> Eventually (depending on growth in the area), a water distribution system will likely <br /> parallel Dubuque Road, connecting the Three Lakes and proposed Lake Roesiger water systems. <br /> Since the proposed small system is located near the probable route of a future distribution <br /> system, an opportunity exists to build a facility that will benefit not only the three initial <br /> property owners but also a larger area in the future. Further, we believe that this can be <br /> accomplished at a lower cost, compared the initial design prepared by your engineer. <br /> Specifically, a small diameter, non-fire flow piping system is appropriate to meet the <br /> initial needs of the three parcels. However, the "tap" in the Everett pipeline should be sized to <br /> serve the larger, future system. The pipe from the Everett meter to your homes would be 4" <br /> (as opposed to the 6" as shown in the initial design). The smaller system would not have a fire <br /> hydrant, thus avoiding the initial construction of costly, large valving, vaults and meters to <br /> serve only three homes. Finally, since water storage is not required for systems serving 10 <br /> and fewer homes, the storage and pumping facilities shown on the initial design can also be <br /> eliminated. <br /> Under this approach, if and when the larger system is constructed, the Everett tap <br /> serving your system would be one of its sources of supply. A larger pipe would be connected to <br /> the tap, your 4" system would be abandoned, and your services would be switched to the larger <br /> system. At that time, storage, hydrants and facilities capable of providing fire flows would be <br /> provided, thus deferring that cost until it could be spread over a greater customer base. <br /> The larger system would be financed through the formation of a Local Utility District <br /> (LUD). An LUD offers property owners the opportunity to finance their proportionate share of <br /> the cost over a number of years.
