that the property owners agree to sign an Interim Service Agreement that commits the parcels
to participate in a share of the LUD cost. Since the initial three parcels will be contributing to
the future project, by providing an oversized tap on the Everett pipeline, a portion of that cost
would be credited against an LUD assessment. A copy of our standard Interim Service Agreement
is included for your consideration. Given the uniqueness of this situation, a modified agreement
would have to be developed.
Enclosed is a preliminary design concept for the small water system. It proposes an 8"
diameter tap on the Everett pipeline, reduced to a 2" diameter meter installation. The meter
would supply a 4" pipeline that would serve the three homes. Water meters for each home
would be connected to this pipe. The three property owners would pay all costs for the
installation of these facilities. All improvements within the City of Everett's Right-of-Way
would be constructed by Everett, to their standards, and belong to the City. All other facilities
up to and including the individual water meters would be constructed to the PUD's standards, and
belong to the PUD. The service lines from the meters to the homes would be owned by the
homeowners. The PUD would require the property owners to execute an easement granting the
PUD the right to access the facilities for purposes of operation and maintenance.
After you have had a chance to review this information, please give me a call at 258-
8601. I would be pleased to meet with you to address any questions that you may have.
Sincerely,
frv1. 'J Cf;1r
Mark D. Spahr P.
