Y 1 <br /> f r <br /> 1.1 WETLAND AND STREAM CLASSIFICATIONS <br /> 1.1.1 Cowardin System Classifications <br /> The wetland and stream classifications applicable to this site according to the Cowardin System, <br /> as described in Classification of Wetlands and Deepwater Habitats of the United States (Cowardin 1979), <br /> are as follows: <br /> Wetland A: Riverine, Forested, Seasonally-flooded/Saturated <br /> Stream A: Riverine, Perennial, Unconsolidated Bottom <br /> 1.1.2 City of Everett Classifications <br /> Under EMC 19.37.090, wetlands are classified according to the Department of Ecology (DOE) <br /> 2014 Wetland Rating System for Western Washington (Hruby 2014). As described in EMC <br /> 19.37.160, classification of streams shall be established in accordance with the water typing rules <br /> contained in WAC 222-16-030. Protective buffers are assigned to wetlands and streams based <br /> upon these classifications, as shown under EMC 19.37.110 and 19.37.170, respectively. The on- <br /> site wetland and stream are classified as follows: <br /> Wetland A (Category II— 75' Buffer): Under the DOE rating system, Wetland A receives a <br /> Category II rating with total score of 21 points and habitat score of 4 points. In the city of <br /> Everett, Category II wetlands with habitat scores of 4 points receive 75-foot standard buffers <br /> from their delineated boundaries (EMC 19.37.110(A)(1)(b)). <br /> Stream A (Type Np — 75' Buffer): No fish were observed in the stream during the site <br /> investigation. All publically available data from WA State Department of Natural Resources <br /> (DNR), WA State Department of Fish and Wildlife (WDFW), and Snohomish County indicate <br /> no potential fish use within this stream reach (see section 2.1 for more detail). In the city of <br /> Everett, Type Np streams with degraded buffers receive 75-foot protective buffers (EMC <br /> 19.37.170(A)(3)). <br /> 1.2 PROJECT DESCRIPTION <br /> The applicant proposes to construct a parking lot to be used by Sonrise Christian Center,located <br /> just south of the subject property at 11625 Airport Road. The applicant proposes to extend the <br /> existing Sonrise Christian Center parking lot onto the eastern portion of the subject property. A <br /> total of 94 spaces covering approximately 36,400 square feet are proposed on site. In order to <br /> accommodate this parking lot and access, the applicant proposes buffer averaging of the Wetland <br /> A standard buffer as outlined in section 4.0: Buffer Averaging Plan. The applicant also proposes to <br /> enhance the Wetland A buffer area, as outlined in section 3.0:Buffer Enhancement Plan. <br /> No impacts to the onsite wetland or stream are proposed.
