Woodchips shall be kept at least 2 inches from the trunks or stems of plants to <br /> prevent plant damage. <br /> Inspection(s) <br /> A wetland biologist and/or lead landscape designer shall be present on site to inspect the plants <br /> prior to planting. Minor adjustments to the original design may be required prior to and during <br /> construction. These adjustments shall be approved by the consulting biologist and/or City staff. <br /> 3.4 PROJECT MONITORING PROGRAM <br /> 3.4.1 Project Goals and Objectives <br /> The general goal of this buffer enhancement plan is to provide greater buffer functions to the <br /> mitigation site. The specific goals of the enhancement plan are to increase vegetative cover and <br /> species diversity, increase soil stabilization capacity, decrease erosion, increase the bio-filtration <br /> capacity of the buffer, and increase browsing and cover opportunities for wildlife. <br /> To achieve the goals previously stated, invasive plants will be removed, and native vegetation will <br /> be installed within the disturbed buffer area. The following objectives will further the specific <br /> goals stated above: to install vegetation that is of high value to wildlife, that is armored and <br /> thicket-forming, forms wide-spreading and/or deep roots, and that will densely cover the ground <br /> surface. This goal will have been achieved when the enhancement area achieves the performance <br /> standards listed below. <br /> 3.4.2 Monitoring Requirements <br /> Upon completion of the proposed enhancement plan, an inspection by a qualified biologist will <br /> be made to deter mine plan compliance. A compliance report (as-built report) will be supplied to <br /> the City of Everett within 30 days after the completion of planting. The monitoring period will <br /> begin after the City of Everett has approved the as-built report. A landscape professional or <br /> wetland biologist will perform condition monitoring of the plantings annually in the fall for five <br /> years. A written report describing the monitoring results will be submitted to the City of Everett <br /> after each site inspection of each monitored year. The contracted consultant will prepare a report <br /> as to the success of the project. <br /> Inspection/Reporting Schedule <br /> 1.Initial compliance/as-built report <br /> 2.Annual site inspection (once per year in the fall) for five years <br /> 3. Annual reports including final report(one report submitted in the fall of each monitored year) <br /> Purpose for Monitoring <br /> The purpose for monitoring this mitigation project shall be to evaluate its success. Success will be <br /> determined if monitoring shows at the end of five years that the definitions of success stated <br /> below are being met.
