FINDINGS AND DECISION <br /> OF THE HEARING EXAMINER OF THE <br /> CITY OF EVERETT <br /> IN THE MATTER OF THE APPLICATION <br /> OF THE PORT OF EVERETT FOR <br /> APPROVAL OF A SHORELINE SUBSTANTIAL <br /> DEVELOPMENT PERMIT SMA#16-009 <br /> "SOUTH TERMINAL" <br /> SUMMARY A shoreline permit for improvements to the south <br /> OF DECISION: terminal wharf located on the shoreline of Puget <br /> Sound in Everett, Washington, is approved. The <br /> shoreline permit allows for the demolition of an <br /> ' existing warehouse building, installation of steel piles <br /> to upgrade the wharf load bearing capacity, <br /> replacement of timber fender piles with new steel <br /> piles, installation of two new 100-foot gauge rail <br /> beams on the wharf to support two gantry cranes and <br /> the upgrade of utilities to support the electric powered <br /> cranes and provide shore-based power capacity for <br /> ships. Related activities for this project are also <br /> approved. The shoreline permit is subject to the <br /> conditions as set forth herein. <br /> INTRODUCTION <br /> The Port of Everett (referred to as either Port or Applicant) requested approval of a <br /> Shoreline Substantial Development Permit (shoreline permit) for improvements to the <br /> existing south terminal wharf on the shoreline of Puget Sound in the City of Everett, <br /> Washington. The project is subject to the jurisdiction of the Shoreline Act of the State of <br /> Washington (RCW 90.58) because the shoreline activity will be done near a significant <br /> shoreline of the State of Washington and will exceed the threshold monetary amount <br /> that necessitates shoreline jurisdictional review. <br /> A hearing on the request was held before the Hearing Examiner of the City of Everett on <br /> April 6, 2017.
