Stephens Property Critical Areas Report and Mitigation Plan <br />CHAPTER 1.INTRODUCTION <br />1.1 Purpose of Report <br />This report is the result of a critical areas study for an assemblage of three (3) parcels <br />located in the southeast quadrant of the 100th Street SW and 23rd Avenue W <br />intersection in Everett, Washington (Figure 1). The Snohomish County Tax Parcel <br />numbers for the Site are 00538200004300, 00538200004400, and 00538200004500 <br />(Figure 2). The Site is approximately 1.5 acres in size and currently undeveloped. The <br />Applicant is planning to develop the Site with one (1) manufacturing building and <br />associated parking and infrastructure. <br />Original field assessments, wetland delineations, documentation, and wetland ratings <br />were completed by Bredberg and Associates (B&A), which are provided as an Appendix <br />to this report. Talasaea did not duplicate the previously prepared documents. <br />This report has been prepared to comply with the requirements of the City of Everett <br />Municipal Code (EMC) 19.37.100 — Wetland critical area report criteria. <br />This report will provide and describe the following information: <br />• General property description; <br />• Methodology for critical areas investigation; <br />• Results of critical areas background review and field investigation; <br />• Regulatory review; <br />• Description of proposed Project; <br />• Assessment of Project impacts to critical areas; <br />• Proposed mitigation; <br />• Monitoring plan and performance standards; <br />• Maintenance and contingency; and <br />• Summary. <br />1.2 Statement of Accuracy <br />Wetland characterizations and ratings were conducted by trained professionals at <br />Talasaea Consultants, Inc. (Talasaea), and adhered to the protocols, guidelines, and <br />generally accepted industry standards available at the time the work was performed. <br />The conclusions in this report are based on the results of analyses performed by <br />Talasaea Consultants and represent our best professional judgment. To that extent and <br />within the limitation of project scope and budget, we believe the information provided <br />herein is accurate and true to the best of our knowledge. Talasaea does not warrant <br />any assumptions or conclusions not expressly made in this report, or based on <br />information or analyses other than what is included herein. <br />1.3 Qualifications <br />Project elements were reviewed, documented, and prepared by Talasaea staff, except <br />for those delineations, documentation, and ratings previously prepared by B&A staff. <br />Talasaea staff included: Bill Shiels, Principal; Jennifer Marriott, PWS, Senior Ecologist; <br />Richard Tveten, Senior Ecologist; and Aaron Ellig, Ecologist. Bill Shiels has a <br />Bachelor's Degree in Biology from Central Washington University and a Master's <br />Degree in Biological Oceanography from the University of Alaska.
